Our Board and Committees
The Board of Two Castles Housing Association is responsible for, and makes decisions about, the policies and strategic direction of the organisation. It is responsible for setting, monitoring and reviewing our overall aims, objectives and policies and overseeing our performance. Underneath the Board are a number of Committees, which deal with finance, services to residents and developing and maintaining our properties.

Board and Committees are made up of a number of residents and independent Members. We have published two documents (see below) to provide more information on how you can become a Board or Committee Member.

Michael Johnson

Michael Johnson

Chairman

Michael was appointed as Chairman in July 2010. He brings a wealth of experience to the Board, having been Chairman of Derwent and Solway Housing Association and a Board Member for the Independent Housing Ombudsman Service. He is also Clerk and Executive Officer of Lakes Parish Council.

Ray Bloxham

Ray Bloxham

Deputy Chairman

Chairman of the North West Regional Customer Services Committee, and a former Chairman of Audit Committee, Ray has over 25 years’ experience with local authorities and housing associations. He previously worked as Operations Director for Methodist Homes. Ray is the Board Champion for Equality and Diversity.

Phil Cottrill

Phil Cottrill

Phil, who is Chairman of the Resources Committee, joined the Board in 2010. He previously worked for Sellafield in Copeland, where he has lived for 25 years. He has a private sector background at senior management level, based on a number of industries, and brings extensive experience of strategic management and performance to the Board. Phil is the Board Champion for Asset Management.

John Hughes

John Hughes

Former Chairman, John, joined Two Castles’ Board after an extensive career in local government, retiring as Director of Environmental Services for Teesdale District Council, where he was responsible for housing, planning, environmental health and building control. John also serves on the association’s Resources Committee.

Rosalind Johnson

Rosalind Johnson

Roz, who is a resident of the association, is Chair of the North East Regional Customer Services Committee. Roz brings significant experience of community development to the Board, having previously worked as a Community Development Officer and has been involved with several community management committees, and was treasurer of a community association.

Ian Kitchen

Ian Kitchen

Ian has always had an interest in social housing. He was formerly Chief Executive of the Cumberland Building Society. He serves on the association’s Resources Committee and North West Regional Customer Services Committee and is also Board Champion for Value for Money.

Judith Million OBE

Judith Million OBE

Judith is a senior civil servant working for the Home Office. She has enjoyed a varied career in public service, working for a police authority, the Probation Service as well as the Government Office North East and Home Office. Judith is the Board Champion for Customer Care and Access.

Ann Carr

Ann Carr

Ann, who is a resident of the association, also serves on the North West Regional Customer Services Committee and Resources Committee. She is also a member of the Residents’ Panel, as well as several policy-making groups within the organisation. Ann feels that her own personal experience of living in a Two Castles’ home will shape her contribution to the Board.

Fiona Moore

Fiona Moore

Fiona works for Cumbria Probation Trust, as Secretary and Solicitor to the Board, and is a member of the senior management team. She is also Chair of Governors at Windermere CE Junior School. These roles have provided her with the experience and skills necessary for serving on the Board and Audit Committee

Stephen Bennett

Stephen Bennett

Stephen, who is Chairman of the association’s Audit Committee, has a wealth of experience in the judiciary, as well as in assessing public services. Stephen’s background in assessing service standards and in regulation is very useful in his role on the Board and Audit Committee.
